Challenge

This facility sought to significantly boost the region’s processing capacity and economic development. However, the client was also cognisant of the potential cultural, social, and environmental impacts associated with constructing such a facility. Therefore, the project necessitated comprehensive environmental baseline reporting as a critical component of the Environmental Impact Assessment (EIA), adhering to both Libyan national regulations and international environmental standards.

Approach

Engain was commissioned to establish the environmental baseline for the project, providing a solid foundation for a robust Environmental Impact Assessment.

The baseline survey programme included air, soil and water sampling and analysis, radiometric measurements for NORM, noise measurement, and flora and fauna ecological survey. The approach encompassed both local expertise and international best practices to ensure all regulatory requirements were met.

Engain engaged with local, in-country experts to review field sampling plans, analysed the incoming data and prepared the Environmental Baseline Report, which was delivered as a stand-alone report, whilst also informing the subsequent assessment.

The report was well received by the client and the scheme achieved ministerial sign-off with no comments to address.

Achievements

The Environmental Baseline Report prepared by Engain, set a strong foundation for the Environmental Impact Assessment. Consequently, the project achieved ministerial sign-off, enabling the client to proceed with confidence, knowing that environmental considerations were thoroughly addressed.
