Talk to Tom about offshore, decommissioning and renewables – as a former senior specialist for Natural England, he has extensive working knowledge of UK marine legislation and associated policy.

His specialist expertise encompasses planning, consenting, EIAs including UK and EU continental shelf legislation and offshore surveying for marine development.

As a marine biologist, he’s never too far from open water. When not researching and studying it, Tom is to be found either at the beach with his family, or off diving into the deep blue.

Key projects

  • Delivery of Environmental Impact Assessment and consent for nationally significant Mediterranean infrastructure project: coordinating EIA on behalf of government and private clients, ensuring environmental policy and legislation compliance and coordinating stakeholder engagement and public liaison.
  • EIA and consent for a sustainable transport infrastructure project in the Mediterranean: delivering a complaint EIA to ensure client compliance with all relevant environmental legislation and policy, and agreement for assessments covering visual impact, marine waters, military uses, traffic assessment and cumulative impacts. Tom managed government and public level consultation and client liaison ensuring all parties were fully informed of legislative policy requirements.
  • Designation of Marine Conservation Zones, UK waters: Tom provided an evidence based evaluation and expert advice to national decision makers.
  • Marine Special Area of Conservation (SAC) condition assessment: designing and developing the methodologies and coordinating the reporting of condition assessments undertaken in English waters. Tom managed the process of condition assessment for nationally dispersed site leads to ensure accuracy and consistency of data reporting to the European Union.
