Following extensive environmental scoping and planning, the Gibraltar Government has announced it will progress with a major land reclamation project, for mixed use development.
Our team is advising on the strategic environmental issues for this project, to inform community decision-making and an EIA for The Rock’s new master-plan.
Enabling progression of this groundbreaking Victoria Keys development requires tightly focused consultation, given the location’s environmental and political constraints.
Working with Harbour Developments, Engain’s work continues in assessing the project’s compliance with environmental protection laws and sustainability criteria, gaining evidence from detailed technical studies to test its credentials and inform the public and statutory organisations.

This investment will see up to 60,000 square meters of land created in Gibraltar’s harbour basin, adjacent to Coaling Island, to provide 100,000 additional square metres for mixed use.
We’re enabling the project to be sustainable from the ground up; utilising rubble that has been building up significantly over the past years on the east side of The Rock and incorporating low carbon construction materials into the proposed scheme.
The proposals for Victoria Keys offer Gibraltar a healthy and sustainable new harbourside environment for living and working. Incorporating energy management technology and systems powered by renewables, the development’s design features low water and power demand, and provides well connected pedestrianised access, with a low reliance on cars.
Later this year, the EIA will be presented to the Development and Planning Commission.
